The Village of Cardington is looking forward to a fantastic 2013. There are many exciting activities, new opportunities, and significant improvements that are going to happen in the next year. This newsletter is meant to inform residents of activities, laws, and events of the Village of Cardington. Village Council meetings are the 1st and 3rdMondays of the month starting at 7:00 pm in Cardington Village Hall, 215 Park Avenue. These meetings are open to the public. The Village’s website www.cardington.org, is a great source of information with the Village’s laws, reports, news, information and meeting minutes located on it.
Cardington Community Foundation
The Cardington Community Foundation is a 501(c)3 non-profit organization that raises funds from private donations and awards grants to other community organizations to do projects that benefit youth and senior citizens in the Cardington Community. Some of the recent projects this group has helped fund are: the new Apple Ipad computer technology at the Cardington School and new softball fields for Cardington Softball for Girls. The next Community Foundation meeting is April 5th 7 pm at the Village Office. To donate please contact the Village Office.
Maxwell Park and Recreation
The Village is moving forward with the planning and creation of Maxwell Park. The park is located on East Main Street in Cardington and is open to the public with fishing and walking trails currently available for use. Plans for the park include, a low maintenance nature park where residents can enjoy nature, take a walk, go fishing, and/or have a family picnic. Currently, tax dollars will not be used for the creation of the park. A public meeting regarding Maxwell Park will be held Wednesday, January 25th at 7 pm in the Village Office. The Maxwell Park Advisory Board meets the 1stWednesday of the month at 7 pm at Village Hall. To donate please contact the Village Office. The Cardington-Lincoln Recreation District is starting a youth soccer program. The Recreation District is currently looking for children interested in spring soccer as well as parents and volunteers to coach and administer the program. Please contact the Village office if interested. The Village Office now has pool passes and pool parties on sale for 2012. The pool will open Saturday May 26th depending on the weather.
Community Festival
The Village is happy to announce the return of the community festival. Please mark your calendars for Friday evening June the 28th and Saturday June 29th, 2013. The festival will be held at the American Legion Park on Park Avenue. More information will be forthcoming. Friends of Cardington, Inc. has been established as a non-profit organization to sponsor community activities. The Friends of Cardington group meets the 1st Tuesday of each month at 6 pm at the Village Office. If you would like to help or find out more information about the festival or other community events, please contact the Village Office or attend the meeting mentioned above.
Economic Development
The Village would like to welcome new businesses Anchor Preservations (122 W. Main St.), Amberlin Choina’s Photography (419 W. Main St.), Beverly’s Gift Shop (106 Riverview Drive) and a new church Upper Room Church (102 E. Main St.) to Cardington. The public is invited to the Economic Development Taskforce meeting every third Wednesday of the month at noon at Village Hall. This will be an opportunity to network with other businesses and community leaders as we discuss how to improve the community and help local businesses.
Taxes and Finances
Please remember when filing your taxes to pay the Village’s 1% income tax to Regional Income Tax Agency (RITA). All residents must file a tax return, pay any taxes and send their W-2 or 1099 forms to RITA. Estimated quarterly payments are required to be paid if your employer does not withhold the village income tax out of your wages. If you have questions please call RITA at 1-800-860-7482 http://www.rita.to/.or the Village Offices. There is a balanced budget for 2012. Cuts in services had to be made and there will be no Spring Clean Up Day in 2012, fewer street repairs, and less police services. Brush pick-up will start May 7th.
Water Billing
New water and sewer rates go into effect with the bills due March 5th. Bills are due the 3rd business day of the month. To avoid late fees, please pay the bill when it is due. Water service will be subject to disconnection if not paid by the shut off date, which is typically the beginning of the 3rd week of the month. Shut off notices are mailed the 15th of each month for the bills that are past due. Each bank in town also accepts water payments after hours, but the exact change or check is required. You can pay your water bill and court fees by credit card over the phone. If you have questions about your bill or the Village’s billing process, please contact the Village Office.
Planning and Zoning
The Village of Cardington has recently clarified the requirements for zoning permits. The Village requires that before adding a new building, deck, garage, house, shed, in-ground pool, or any other structure that significantly alters the footprint of the property that a zoning permit is required. Portable pools, handicap ramps and repairs and replacements that do not change the size of the building or structure do not require a zoning permit. If a permit is needed, sidewalks must be installed or repaired on that property, if the value of the improvement is over $2,000. Residents must have weekly trash pick-up. Within the Village, residents cannot have vehicles on their properties that are inoperable, do not have a valid registration sticker, and/or a vehicle that is not licensed. If a vehicle has not been moved in 30 days, it is considered an inoperable vehicle.
